Thanet District Council Housing Options Team is currently recruiting for a Landlord Liaison Officer. You will be required to provide specialist advice and support for Thanet residents with housing needs. It would be advantageous to have good knowledge of areas within Thanet. The role will involve some home visits and property inspections and therefore access to a vehicle and a full driving licence would be desirable, or ability to travel to sites in a timely manner equivalent to motor travel in your own car.
You will be working with vulnerable customers, often within challenging situations. You will need to have a good understanding of the housing issues that present and you will need to provide a customer focused, pro-active service to help residents to sustain their current housing or to support moving on to new accommodation.
You will need to have a good understanding of Welfare Benefits and be competent in maximising income and identifying essential/non-essential expenditure, to be able to evidence housing cost affordability to sustain or to support to move on. You will be expected to have a good understanding of the Homelessness Reduction Act.
As a Landlord Liaison Officer you will be working closely with Social & Private Sector Landlords and letting agencies as well as other external agencies, for example Police, DWP, Voluntary Organisations. You will work closely with internal departments including Tenant & Leasehold Services, Private Sector Housing.
Due to the nature of the role, the successful candidate will be required to undertake an Enhanced DBS check as part of their pre-employment checks.

We are seeking a creative, organised and motivated Senior Communications Officer to help raise the profile of the council and showcase its work to a wide range of audiences. The ideal candidate is an exceptional storyteller and excited about exploring new ways topromote the council’s services to its 140,000 residents and stakeholders.You will need to have proven communications and media handling experience, including some exposure to crisis and issues, and a track record in developing strong working relationships with key media contacts.
The post is diverse and the environment fast-paced. You’ll need to demonstrate excellent judgement and the ability to offer sound advice to colleagues across the breadth of the organisation. You’ll be confident seeking out stories, and apply discretion when working on sensitive issues.
The post-holder will have a key role in producing internal communications for staff and elected members. Reporting to the Strategic Communications Manager and managing and coaching one direct report, you will help to deliver a wide range of public relations activities including resident engagement programmes, publications and face to face events.
You will lead by example, seeking creative solutions to problems, identifying ways to innovate and build strong working relationships with internal and external stakeholders at all levels and be able to plan a multi-channel communications calendar of activities. The successful candidate will be the council’s lead liaison with the Kent Film Office. In addition you’ll be available to take turns on the Communications team out of hours rota.
You will have:Experience of working in a busy communications role
Excellent writing, proofing and editorial skills with experience of crafting press releases and statements, briefings, web copy and opinion pieces
Ability to effectively project manage key campaigns and balance competing priorities
Strong ability to create engaging content across a range of platforms including digital and social channels
Experience of evaluating and measuring the impact of communications and engagement activity
Ability to take complex information and articulate it clearly and concisely for different audiences and use it to generate media stories
An understanding of social media strategy and content creation
Excellent time management and prioritisation skills

Main Duties This is an exciting opportunity for an individual who feels passionate about the environment and has the skills to engage with the residents, businesses and visitors of the District to encourage a cleaner and safer environment by using relevant environmental legislation. The role of a Street Scene Enforcement Officer Supervisor? will include the need to deal with a wide range of environmental crime including littering, fly tipping, dog fouling, graffiti and flyposting. Additionally, to instigate enforcement action, when necessary, according to Codes of Practice and Enforcement Policies, including preparing, serving, and enforcing legal notices and cautions relating to Street Scene Enforcement. You will work within a dedicated team within the Councils Enforcement Services, to reduce the amount of waste related crime in the District, issuing fixed penalty notices, carrying out checks to ensure businesses deal with their waste correctly and investigate fly tipping incidents. You will need to liaise closely with the public, partner agencies and internal departments to increase effectiveness of enforcement work. To include attendance at engagement meetings as may be required from time to time to meet the needs of the service. The successful candidate will need to demonstrate the ability to communicate in a professional and considerate manner in such a way to avoid a negative image of the Council.

A rota over a 7-day period, including weekends and bank holidays, between the core hours of 06:00 and 22:00 for full time employees. Each shift is 8 hours including breaks.

A bit more about the role
The Civil Enforcement team helps the District Council meet the demands of the Traffic Management Act 2004. As a Civil Enforcement Officer, you will perform a unique and innovative role, conducting street patrols within designated areas of the district , maintaining the safe and free flow of traffic by patrolling (on foot and / or mobile) controlled parking areas and issuing Penalty Charge Notices to vehicles which are in contravention of the parking restrictions and /or providing drivers with the necessary information in order for them to gain a better understanding of parking by way of a positive message.
TDC are keen to deliver a strict enforcement policy coupled with a positive and courteous service so the role will require you to have excellent communications skills and maintain a polite but assertive approach in order to communicate positively and effectively with the public in an enforcement environment.
An understanding of legislation/regulations relating to the operation and enforcement of both on-street and off-street parking enforcement is desirable but training will be provided, so a good attitude to work and a desire to learn on the job is needed.

You will have a strong background in arboriculture and be able to coordinate the health and safety surveys of all trees on TDC land at a frequency necessary for statutory compliance. You will also be able to coordinate the works needed on trees following health and safety inspections and the overall management of our tree stock proactively. Using your tree expertise, you will be able to assist the IT team with implementing a possible new electronic system for mapping and recording information about our trees. It would be advantageous if you were qualified to fully inspect trees for health and safety purposes also.
You will be passionate about the conservation of the district’s natural green spaces and be able to survey trees and write reports for planning officers to use to make decisions e.g. whether a tree should have a tree protection order placed on it. You will have some understanding of planning laws and tree protection orders and be able to negotiate with developers to encourage the protection and promotion of trees and biodiversity within new development sites.
You will demonstrate excellent customer service skills, liaising with residents, community groups and other stakeholders. You will advise on community tree planting projects on TDC land using the TDC Tree planting protocol and application form.
You will have some knowledge of woodland creation and be able to take advantage of funding streams in the future to create mini woodlands on TDC land and working in alignment with the future TDC Tree Strategy.
You are required to maintain a good working knowledge of health and safety practices, ensuring best practice is applied across our work and our contractors when working in our open spaces.

About the role
You will be responsible for the allocation of all vacant and registered Social Landlord properties in Thanet. You will need to ensure the administration of the housing is in accordance with our adopted Allocations policy.
You will need to be enthusiastic and hardworking and have the ability to multi task.
You will be responsible for liaising both internally and externally with partners for example Housing Benefits, Social Services. Referrals must be made in an appropriate and professional manner, in accordance with statutory timescales.
